At this point, many companies are finally starting to prepare to staff up for the infusion of investment capital that is expected from the Federal Government post inauguration. That said, budgets can not be cooked based on pre-inauguration expectations any more than an employee on Wall Street can count on a gift baskets from Lehman Brothers.  It definitely looks and feels like a case of chicken & egg, but at the end of the day, the chicken and egg will exist.
